I have many commercial Icoms and enjoy using them on GMRS, amateur, commercial and public safety. Most UHF commercial radios were type accepted for both Part 90 and Part 95 automatically once upon a time because it was an easy process. And the older the commercial radio you get your hands on, the more likely it also has been type accepted for Part 95.
HOW OT USE PL TONE IN KENWOOD TK 880. SOFTWARE
Some cable sellers on eBay might have the software you want if you buy the cable from them. You might have to pay something for it, most times it is free. As far as software, do a deep drill of the web and you can find almost any radio software. You can program the TR version for conventional, but it just has more menu options that might be confusing if you don't know LTR. Obviously, you can't run LTR trunking on GMRS (although that's not to say you can't run simplex LTR on GMRS, but that's a whole other story). The issue you might have with the TR version of that radio is that it is capable of trunking and some of the protocols might be confusing. This is a great resource and I'm looking forward to any advice I might get. if you have some suggestions if I could ask you to be a specific as possible, as sorting through some of the minute differences between submodules isn't it all clear to me yet. I am completely content to spend some time figuring this out once I get it, but I want to make sure the initial purchase is at least reasonably on target. I'd like to be able to scan the channels once I get them programmed in. Kenwood tk-862 is another I see, along with lots and lots of motorola models.

Anyone have any direct experience with this rig? Availability of software for programming etc?

Icom ic-f621-2 tr is one I see, and I have a lot of icom gear, and hence a soft spot. I am pretty technical (by trade) but this is an area I am not familiar with. I have a modest antenna on top of the house already. I have a little midland, which is ok, but am a bit underwhelmed. I'd like to find a good radio to use as a base (mobile) rig.
